Deborah Stine

About

Dr. Deborah D. Stine is a Senior Fellow with InnovateUS, a project of the Burnes Center for Social Change and the GovLab, where she develops and delivers live training programs for public sector professionals. She is also the Founder of the Science & Technology Policy Academy, where she helps experts and their organizations play a role in addressing society’s challenges and opportunities.  She does this through keynote speaking, workshops, coaching, policy analysis, program evaluation, and community engagement.  

Previously, she served in the Obama White House as Executive Director of the President’s Council of Advisors on Science and Technology, a Science & Technology Specialist at the Congressional Research Service, a study director at the National Academies of Sciences, Engineering, and Medicine, and as a professor of the practice in engineering and public policy at Carnegie Mellon University. 

She started her career as a field engineer for the Texas Commission on Environmental Quality, where she responded to citizen complaints and determined whether facilities ranging from cotton gins to refineries to paper and pulp mills were in compliance with state and federal regulations.  In addition, she has worked for many years to help establish science and technology policy fellowships at the state level.  As a consultant, she teaches workshops and conducts analyses that support evidence-based state policymaking throughout the United States.

Dr. Stine was elected a Fellow of the American Association for the Advancement of Science and received a Carnegie Science Communication award for her ability to explain complex scientific and technical information to policymakers and the public.  Her 2024 book, From Expertise to Impact: A Practical Guide to Informing and Influencing Public Policy, demystifies the process of shaping policy decisions.

She has a BS in mechanical and environmental engineering, an MBA, and a Ph.D. in public policy analysis and public administration. Dr. Stine is certified as a coach by the International Coaching Federation.
